The Mori Memorial Foundation’s Institute for Urban Strategies, a research body established by Mori Building, Tokyo’s leading urban landscape developer, today published its annual Global Power City Index (GPCI) 2025, a report evaluating the urban competitiveness of 48 major cities worldwide. The report also includes the GPCI–Financial Centers index, an assessment of cities as international financial centers, and the new GPCI–Startup Ecosystems index, which assesses the competitiveness of startup environments.

For the second time, the report additionally includes the 'GPCI–Financial Centers' index. This index reflects the growing importance of measures taken by major cities to enhance their status as international financial centers, capturing changes in their financial and business environments.

There was no change in the rankings from 1st to 7th, and Tokyo (3rd) and Paris (4th) remained close, neither managing to grow their scores from last year. Among other top 10 cities, Dubai rose from 11th to 8th, becoming the first Middle Eastern city in the top 10, while Shanghai dropped from 10th to 15th and Berlin fell two places to 10th. London (1st) and Singapore (5th) improved their scores by renewing strengths that had stagnated during the pandemic.

In addition to the top five cities—London, New York, Tokyo, Paris and Singapore, in that order—other notable cities included Melbourne (#9), which was ranked in the top 10 for the first time, and Dubai (#11), which has made great strides in enhancing its cultural interaction.

This report is published by The Mori Memorial Foundation’s Institute for Urban Strategies, a research body established by Mori Building, a leading urban developer in Tokyo. The GPCI-2021 did not show any significant changes in the top cities' rank, but the citywide lockdowns, travel restrictions, behavioral restrictions, and changes in work styles associated with the COVID-19 epidemic since early 2020 affected various indicators. This resulted in a marked impact on the dynamics of target cities.
